Bloomers are super important and very useful for high wind environments like Wellington.
Even though in todays fashion you can wear bloomers out and none would give a hoot, most lolitas still consider bloomers as underwear unless your in dandy/kodona.
I am guilty of wearing bloomers out without skirt or petti, people who know me or know what i'm wear usely gasp in mock shock and horror when they see me. Σ(゜д゜;) or srugs ┐('～`；)┌ (this being the internets i can use "proper" emots ( ﾟ∀ﾟ)ｱﾊﾊ八八ﾉヽﾉヽﾉヽﾉ ＼ / ＼/ ＼(evil laugh))
